How the Fossil Fuel Industry Can Save Itself and the Planet

The fossil fuel industry seems to have a romantic fascination with “all the oil in the ground”, a fascination that shields it from financial reality.

There are two things absolutely true about the fossil fuel industry.

It has a finite end because there is a finite end to the oil and gas in the ground.

The second truth is that extracting the remaining oil and gas keeps becoming more environmentally harmful, but more importantly to the industry, more costly. Indeed we are probably already at the point where their investments would have a greater profit by diverting them from fossil fuels to renewable energy.

But their romantic fascination with “all the oil in the ground” keeps them from seeing this.

If they want to maximize their profit would it not make sense to ration production of the easiest and cheapest oil and gas over future years, while leaving the most expensive and most environmentally harmful resources in the ground. This way prices could be maximized due to reduced supply while the environmental impact per year is reduced as we transition to a fossil fuel free economy, which they can move their investments into.

Now Comes The Necessary Part Ontario Edition

Nevertheless, and irrregardless of and notwithstanding that federal-provincial jurisdiction exists the actions that are necessary for the next Ontario government to take are the same as those the newly elected federal government needs to take. It’s the same electorate and the same Canadians and the same solutions that are required.

To that end I am simply annotating my recent blog post to establish its relevancy to the Ontario election.


Now Comes The Necessary Part

We can argue all we want over whether the election was necessary but what is definitely necessary is the government tackling the pressing issues of the day, issues that have been pressing for decades and in some cases since before Confederation.

Indigenous Reconciliation

This is clearly an area where the primary jurisdiction is federal but that does not change the fact that both the federal and provincial Crowns have been responsible for the encroachment on First Nation's Lands and the denial of their inherent rights. The Ontario government has a clear role to play in reconciliation, along with the people of the province.

The longest standing issue in Canadian political history is the plight (struggled over what language to use here) of the original inhabitants of North America and the effects of European “discovery” and colonization.

[Side note: I often think the dictionary should define “discover” as “stumble upon”.]

The recent discovery of 150 (latest count Canada wide 6,000 and growing) unmarked graves at an Indian Residential School in British Columbia has focused Canadians thoughts on the treatment of North America’s indigenous peoples from unfairly negotiated treaties to the lack of clean drinking water on reserves.

People are finally realizing that it was not simply a problem of a few bad people abusing a few children in a few schools but a systemic policy of cultural genocide (“take the Indian out of the Indian”) seen as, in the words of the Indian Affairs Department, the “final solution to the Indian problem”. The facilities included such high levels of neglect and abuse that the likelihood of dying in an Indian Residential School was slightly higher than the likelihood of dying as a soldier in World War II.

Of course the term school for these facilities is inappropriate. Schools have graduates, not survivors.

It is no wonder there are problems in indigenous communities when the destruction of indigenous families and culture was government policy for so long.

Governments have committed themselves to reconciliation but what will that be. From my euro-centric viewpoint I would see it as a new social contract between Indigenous Peoples and the rest of Canada, something that will have to be achieved by consensus. But it will be up to Indigenous communities to decide when reconciliation has been achieved as they are the only ones capable of judging that.

[Another side note: Until then the flags should stay down.]

Health Care

Health care is an area where the primary responsibility is provincial. Indeed the national health care program we have now was pioneered by Saskatchewan under provincial jurisdiction. There is nothing beyond political will preventing the new Ontario government from implementing the measures cited below as an example to the rest of Canada.

Public health care, or Medicare as we Canadians call it, was first implemented in Saskatchewan in the form of hospital coverage in 1947, followed by full health care coverage following the 1960 provincial election. Federally the Medical Care Act was passed in 1968, followed by the Canada Health Act in 1984 which affirmed and clarified five founding principles: public administration, comprehensiveness, universality, portability and accessibility.

However in the over 50 years since then the system has stagnated, indeed it has gone backwards with the federal level of funding decreasing over time. We need to finish building the system and we cannot wait another 50 years to do it incrementally. The government must act now to extend the system to include:

- at least 50% federal funding

- a family doctor for every Canadian

- full mental health care, including psychology services where medically necessary

- full long term care for those requiring residential care

- full prescription drug coverage

- full eye care coverage

- full dental care coverage

- full physiotherapy coverage where medically required

Climate Change

Combating climate change will require a myriad of policy decisions that involve both federal and provincial governments, The new Ontario government must move to address this in the areas under it's jurisdiction.

The first warnings of climate change and it’s effects were noted over 50 years ago and the warnings have become more dire year after year with governments responding with lots of promises but little real action. The irony of all this delay is that the longer we wait to act, the more drastic actions we have to take to respond to this crisis. Those against taking drastic measures should have been calling for us to take action sooner rather than arguing against taking action at all.

The idea of starting new fossil fuel projects at a time when we need to start phasing out fossil fuels is simply ridiculous yet it is treated as a serious option in industry and government circles. How drastic to we want the measures to have to be when we finally realize we have to take action before it is too late.

From an economic point of view there are a tremendous number of opportunities available in the renewable energy sector. Call it whatever you want but the concept of a Green New Deal may be the economic and environmental salvation of our future.

Inequality & Under-taxation

Inequality requires tackling the problem at both ends. At the bottom we need to bring workers income and wealth up. As most workers and jobs fall under provincial jurisdiction it is clearly the Ontario government’s responsibility to increase minimum wages and employment standards, the most important being to make it easier for all workers, especially those in the so-called “gig economy”, to unionize. Also it is well within the province’s jurisdiction to establish a guaranteed basic income to eliminate poverty.

At the other end of the scale, the overpaid and overwealthed, the province has all of the tax measures available to them that the federal government has to redistribute income. To the extent that the income tax system is harmonized with the federal system the province always has the option to do as Quebec has and separate it’s income tax system from the federal one.

Ever since the creation of capitalism there has been inequality because the system is designed to create and reward inequality.

However I have to say that during my lifetime (since the 1950s) it has become noticeably worse. One factor is that the wealthy capitalists have moved the means of production to low wage countries so that their portion of the rewards of labour has increased, while the jobs left behind in North America are lower wage jobs.

They have invented a whole new sector of the economy based on piece-work to avoid paying the existing minimum wages or providing employee benefits and they give it a snazzy sounding name, the gig economy, to try to convince people they are freeing them from wage drudgery and letting them be their own boss when in reality the corporation has more control over them than if they were unionized wage workers.

At the same time the taxation of corporations and the wealthy has declined, partly in response to corporate blackmail threatening to take more jobs elsewhere if they are forced to pay fair levels of taxation.

It is also because wealth equals political power and excessive wealth equals excessive political power and that power is used to enact polices that favour the wealthy.

Governments need to enact policies that are actually designed to serve working people and dedicated to their well being, policies that will counter inequality and under-taxation.

Let us start with decent minimum wages and labour laws designed to encourage and assist workers in organizing unions. Minimum wages should not be designed to keep workers just above the poverty line but designed to provide workers with a middle class income. Our economy has the money to do that it just requires a little redistribution from those with excessive wealth to the people that actually produce that wealth.

We also need a guaranteed basic income for those that for whatever reason are unable to be employed at any particular time.

We can increase employment by redistributing money from the private sector to the public sector via a tax on excessive income and wealth to provide jobs building public infrastructure and affordable housing for everyone.

As for taxation, we can start by raising the level at which people start paying income taxes and increase the amount of tax paid in the higher marginal tax brackets. We also need dedicated taxes on excessive levels of income and wealth. I would tax away all excessive income (above $1,000,000 annually and all excessive wealth (above $100,000,000) but I do not expect any government to go near that. However that leaves a huge amount of room for a wealth tax that will have little practical impact on the standard of living of the excessively wealth while providing great benefit to the common good.

This is not in any way proposed as a punishment but just a means for them to create a better country/world with no impact on their personal well being.

Electoral Reform

Ontario and the federal government currently share the same Single Member Plurality (SMP) electoral system. Both need to change. There is no reason Ontario cannot act first and set an example for the federal government and the other provinces.

Winston Churchill is often quoted as saying “democracy is the worst form of Government except for all those other forms”.

Ever since democracy (“rule of the people” in Greek) was invented by they Greeks we have been looking for ways to make it less worst.

[Yet another side note: My Eurocentric education tells me democracy was invented by the Greeks but I would not be surprised if forms of democracy were being used in non-European cultures before then.]

The key to any democracy is the electoral system, how the people actually select the people to represent them in government.

The system we use now is Single Member Plurality (SMP), more often referred to as First Past The Post (FPTP), an objectively silly name. In Single Member Plurality systems the country (or other jurisdiction) is broken into constituencies and each constituency chooses a representative to send to the legislature. Whichever candidate receives the most votes becomes that representative. We use the term plurality because the candidate does not have to receive a majority of votes cast, just more than any other candidate.

The main benefit of SMP is that voters elect local representatives.

The main drawback is the elected candidates could possibly be the last choice of more voters than they are the first choice. Also theoretically a party could elect 100% of MPs with less than 50% of the total votes, though in practice a typical result may be more like 60% of MPs with 40% of the votes.

There are two main proposals to replace this system: Ranked Ballots (preferred by the Liberals but not in their platform) and Mixed Member Proportional (proposed by the NDP in their platform).

Ranked Ballots solves one of the problems of SMP in that it avoids the last choice of a majority of voters being elected as MPs or forming a government. It however will likely create an even less representative House of Commons based on voters first choice party preferences.

Under Mixed Member Proportional (MMP) a majority of Members of Parliament are elected in the same manner as SMP to represent defined constituencies. Then an additional number are selected from party lists in order to balance the percentage of MPs from each party with the percentage of total votes received by each party (often referred to as the “popular vote”) to form a House of Commons representative of the views of the total population. Under MMP there is usually a threshold of percentage of total vote required to be allotted seats, often 5%, to avoid radical fringe groups having representation. However if that threshold is met a party receives representation. But is not representation of all voters what democracy is about.

One of the main criticisms of MMP is that it is unlikely to provide one party majority governments (unless a majority of voters support one party). But is that not what democracy is supposed to provide, a legislature that reflects the will of the people. Would we not be better off if parties learned to work together for the common good rather than simply engaging in political posturing. By reducing the power of a single party in government you reduce the power of a single person (the majority party leader), and perhaps get back to actual representative government rather than the trend of effectively electing (even if indirectly) a dictator to rule over Parliament.

Changing our electoral system to a more democratic one, MMP, is the most important thing the government can do.

Conclusion

These are not the only issues of importance but ones that have not been properly addressed over decades and more. We need the political will to address them all now without the excuse that the solutions need to be implemented incrementally.

Both the federal and the new Ontario government need to act urgently on these priorities.

Climate Change, The Pandemic and Multi-Use Pathways (MUPs)

The greatest long term threat to humankind is undoubtedly climate change. While the planet can no doubt survive anything short of a collision with a planet sized meteorite or asteroid, climate change has the potential to be be disastrous to human habitat.

In the short term the greatest threat to humankind is the COVID-19 pandemic.

While both of these threats are said to be non-discriminatory and many claim “we are all in this together”, that clearly is not true because while the threats may not discriminate, our societies and dominant economic system certainly do. Both climate change and the pandemic have a greater impact on the developing world than the developed world, and within the developed world a greater impact on poor and marginalized communities.

But what does this all have to do with multi-use pathways (MUPs).

Climate change has created multiple freeze-thaw cycles every year, rather than one each spring, causing excessive damage to cycling infrastructure, in particular MUPs. At the same time the pandemic has created an increase in outdoor activity and in particular much greater demand for bicycles putting much greater demands on cycling infrastructure including MUPs.

This is is the impact on a typical Ottawa MUP in Kanata.

Bridlewood Small Hydro Corridor Multi-Use Pathway (MUP)

We need to improve our multi-use pathway standards so that they do not completely deteriorate after one winter and connect the MUPs together to create a city wide system for recreational and utilitarian use, commuting, shopping, etc.

While considering this we need to keep these important facts in mind. Improving cycling infrastructure increases the number of people using bicycles for utilitarian purposes like commuting and shopping, which reduces the strain on roads and automobile infrastructure and reduces road traffic congestion. At the same time improving cycling infrastructures costs considerably less improving automobile infrastructure. Leaving the only reasonable conclusion that the most cost efficient way to reduce road traffic congestion is to improve cycling infrastructure.

The Liberals Learn Their Lesson

The choice of Stéphane Dion as Liberal leader may have been a compromise. But it was also a decision to choose a thinker, rather than a communicator, as leader, someone more capable of being Prime Minister than being elected as Prime Minister. This was followed up by the adoption of the politically difficult green shift policy. This was a policy designed to tackle the problem of climate change and implement an economic policy based on sustainable development, a policy designed to solve the country's problems rather than win election. These were very principled decisions taken by the Liberal Party.

And look what happened in the election.

This will not happen again. It will be back to the tradition of opportunism for the Liberal Party in short order.

I Challenge Jack and Stéphane

If Canadian voters get their way one of you will be the leader of a minority government with the other holding the balance of power. I challenge you both to agree to these three principles before the current election is held.

Electoral Reform

If the voters do get their way and the House of Commons reflects how they voted, it will not be because of our electoral system but in spite of it. I challenge you to, immediately upon election, initiate the process to change the election system so that party representation in the House of Commons reflects the popular vote and to put such a system in place before the next election.

Climate Change

Both of you and your parties believe that tackling climate change is a necessity for both the environmental and economic sustainability of our country and the world, but you have different proposals to do that. I challenge you to find common ground and implement real measures to tackle this problem before the next election.

Poverty

The rich are getting richer and the poor are getting poorer. Averages mean nothing when looking at our economic progress. What really counts is what is happening to our most disadvantaged. I challenge you to make the elimination of poverty a focus of all government programs and actions.

The Carbon Tax - A Lost Liberal Opportunity

A carbon tax is a good idea, if done properly. The Liberal Carbon Tax Plan is a bad idea for a number of reasons. The carbon tax plan adds another regressive consumption tax to the tax system while reducing the amount collected from individuals and corporations through the progressive income tax system.

According to the Liberal Party brochure “Liberals will cut personal and corporate taxes by billions of dollars a year. “

The brochure also states “Liberals will tax pollution in Canada for the first time by putting a price on Greenhouse Gas emissions that cause climate change and fuels like coal and natural gas.”

This amounts to a consumption tax on goods produced, relative to the amount of greenhouse gases created in their production. It adds a cost of pollution to the cost of production. That is a good thing. But it does it by adding a new consumption tax and making the overall tax system less progressive.

The irony of that is the lost opportunity for the Liberal to actually live up to their abandoned campaign promise to abolish the Goods and Services Tax (GST). To be more precise, the Liberals promised to replace the GST, but apparently were unable to find a suitable replacement. Well here it is folks.

Replacing the GST with a carbon tax would provide a huge incentive for corporations and business to provide goods and services in a more environmentally sustainable fashion. It is such a simple idea, one would have thought that even the Liberals could have thought of it.

But there is another major flaw in the Liberals plan. The liberals state that the new carbon tax “won’t include any extra tax on gasoline at the pump”. What does this mean. The message given by that statement is that gasoline (and diesel fuel) prices will not rise as a result of the carbon tax. If that is so the plan completely misses the point.

Greenhouse gases from transportation fuels are a major, if not the most important part, of the problem. The fact that we transport goods that could be produced locally thousands of miles, adding megatonnes of pollution and greenhouse gases to the environment is an environmental crime against humanity.

Ironically at a time when our local manufacturing industries are suffering, the Liberal policy specifically excludes a measure that would provide enormous reductions in environmental pollution and greenhouse gas emissions while providing thousands of jobs in local communities.

But “The Green Shift” is a nice slogan, even if they did have to steal it from someone.

Actually Not - Al Gore

Today’s editorial cartoon in the Ottawa Citizen may not have been intended to be taken seriously but only meant as a lighthearted comment on the current "cold spell" but it still reinforces the stereotype that there is a good side to global warming.

The truth is global warming is ruining Canadian winters. I grew up in Northern Ontario. I know what a Canadian winter is supposed to be like - cold with lots of snow. It only became abnormally cold when it hit 40 below and then you just added more layers and went out to play.

The fact is global warming is wreaking havoc with our winters, ruining our fun and costing us money and lives. Recent years have seen a change from winters of primarily cold and snow to a predominance of up and down temperatures, with rain and freezing rain and drizzle rather than snow. I remember a couple of years in a row when almost every week early in the week we would get nice snowfalls and look forward to a weekend of cross-country skiing only to have it rain on Friday ruining the weekend.

But the excessive amounts of rain and freezing rain due to global warming not only ruins our fun but costs us money and lives. These conditions require the use of much more road salt that we pay for once as taxpayers and a second time as drivers as our cars rust out faster. It also costs us in automobile damages as accident rates increase, not to mention the injuries and lives lost from those accidents.

And, of course, growing up in Northern Ontario before global warming we never had “ice storms” that are becoming much more frequent with economic costs and more lost lives.

There is no good side to global warming. Al Gore would not be amused.

Should Carbon Offsets Be Mandatory

My wife and I are planning to travel to Vienna for our 30th anniversary, which means we will be flying. Although our specific plans are not made yet, I decided to see what the cost of carbon offsets for our return flight would be if we flew via Air Canada to Frankfurt return. At economy the flights would cost about $2700 and the carbon offsets approximately $40 (about 1.5 % of the cost). The carbon offsets would pay for a reforestation project that would supposedly offset the carbon released into the atmosphere by our share of the flights.

The problem with carbon offsets is that they can be used to buy off your guilt and to justify to yourself that your carbon emitting activities are not part of the problem. You can drive the gas guzzling SUV and take the overseas vacations and buy your way out of responsibility.

The other problem is that we need to reduce our carbon dioxide emitting activities at the same time as we undertake the kind of environmental projects, such as reforestation projects, that the carbon offsets finance.

But the fact is that some people are just not going to care and will refuse to limit their carbon creating habits, while those that are environmentally conscious are still going to have to travel by automobile or air at times, even if they consciously limit such travel.

The best way to do our part is to reduce our carbon emissions as much as possible and offset those we cannot reduce with environmental projects such as reforestation. Carbon offsets are one way of doing that, and they should not be limited to the voluntary contributions of the environmentally conscious.

Carbon offsets should be mandatory and built into the cost of air travel, gasoline and other vehicle fuels.

Quitting Smoking Can Kill You and Global Warming is a Myth

Yes it is true - “giving up smoking can kill you”, and not only that, not smoking causes “neurotic depression, violent irritability, and obscene weight gain”, not to mention the fact that increased tobacco consumption is responsible for longer life expectancies.

Who would claim that - David Warren, writing in the Ottawa Citizen citing an article in Medical Hypotheses a non-peer reviewed journal in which authors pay to be published.

He also states:

“There is one more hypothesis with which I would like to leave my reader. It is that the kind of quack "science" that was used to ban smoking has now mutated into the kind that is used to flog global warming. It should have been resisted then; it should certainly be resisted now.”

It appears that Mr. Warren thinks that if he can convince us that smoking is good for us we will also believe that global warming is a myth.

And, just for the record, the Canadian Cancer Society states:

All kinds of smokers – men and women, young or old – can get health benefits from quitting. The minute you stop smoking, your body begins to clean itself of tobacco poisons. Here’s how:

* Within 8 hours, carbon monoxide levels drop in your body and oxygen levels in your blood increases.

* Within 2 weeks to 3 months, your lungs work better making it easier to breathe.
* After 6 months, coughing, sinus congestion, tiredness and shortness of breath improve.

The younger you are when you quit the greater the health benefits.

Quit and reduce the risk of cancer

Quit now and reduce the risk of developing cancer. In general, the longer you don't smoke the more you lower your risk.

* Within 10 years of quitting, the overall risk of an ex-smoker dying from lung cancer is cut in half.
* After 10 years, the overall risk of an ex-smoker developing cancer approaches that of a non-smoker.

Blog Action Day for the Environment

Today is Blog Action Day for the Environment.

One can only wonder in amazement why there are still Global Warming doubters in light of the international scientific consensus and the recent recognition by the Nobel Committee that Global Warming is a threat to international peace and security.

The press would like to maker everyone think that there are two somewhat equal opposing scientific views here. But, just as in reality there is only one scientific position on whether the earth is flat, on whether gravity exists and whether we evolved or were created, there is really only one scientific position on the existence and the major cause of Global Warming - man.

One can only speculate as to what the doubters motives are because the ironic thing about fighting Global Warming is that, even if for some strange region the virtual consensus of the world’s climate scientists was wrong and the marginal fringe was right, fighting Global Warming would still be good for the environment and the economy.

The doubters are becoming increasingly marginalized, as groups such as the Canadian Council of Chief Executives and Canadian Association of Petroleum Producers support taking action on Global Warming.

Even capitalists are beginning to realize that without a planet there are no profits and that a waste-based economy is not sustainable in the long run.

There are profits to be made from increased development in the third world, but the planet simply cannot sustain development in the developing the world in the wasteful way it has been done in the developed world.

The developing world will have to develop differently than we have, and if we expect them to do that we have to change our habits and provide the technology to make that happen.

So what do we do to reduce the development gap in a sustainable way. The largest infrastructure factors are communications, transportation and housing.

In the communications area the developing countries are already skipping past the infrastructure heavy wired communications that we in the developed world grew up with and going straight to wireless technology (though wireless does have health concerns).

In transportation there is an opportunity for the developing world to avoid the North American reliance on the automobile by developing pedestrian and bicycle friendly cities and adopting a more European public transit focused approach to transportation.

In housing there is lots of room to make huge improvements in the quality of housing and water and sewage infrastructure without the excesses of North American society. Heating is the big energy eater in housing in the developed world. As most developing countries are in warm climates that is not a big factor. At least in the short term they may have to forgo the luxury of universal air conditioning.

As the developing world moves forward, we must also move forward. but in a different way than the past. The first thing we have to recognize that standard of living measured in the old fashioned economic way, how much we consume and waste per person, is not equivalent to quality of life. We can live much less extravagantly, particularly in terms of energy use, and increase our quality of life. Status, in terms of huge houses and automobiles that we do not need, will not buy us happiness.

North America can move towards less reliance on the automobile and more public transit, especially if we raise taxes on gasoline and put the funds into improved public transit. It has not destroyed European economies and it will not destroy North American economies.

In housing we can move from extravagance to comfort in our housing choices. The first thing we can do is remove the artificial tax incentives, such as capital gains tax exemptions on residences regardless of size or value, that encourage people to own bigger houses than they need.

As individuals we can start with our personal choices. Even simple things like changing light bulbs and buying energy efficient appliances, when done by increasingly large numbers of people can have a very significant cumulative effect. They also have an important indirect effect, because when we make these kinds of decisions we are also telling government and industry what our values and priorities are.

There are huge and sustainable profits to be made in developing sustainable products and technologies. Profits made from destroying the planet have an inevitable short future.

We are beginning to realize that we can change our way of living to a more sustainable one and increase our quality of life.

A green future is a long future.
