Mountain Biking and Cycling: The Season in Review

Another season ended a few weeks ago when the roads were covered in white stuff, not snow but a heavy layer of salt that the city felt necessary to dump on the roads during a few light snowfalls. But as I do much of my riding from home, even the ride to the mountain bike (MTB) trails requires riding on the roadways so I decided it was time to end the season. A couple of weeks later everything was covered in snow. The bikes have been in and out of “Joe's Garage” for Eric's annual tune-ups and are waiting downstairs for the new season. Christine's Brodie Sterling is set up on a trainer, and my Devinci Remix “as good as new” with brand new Kenda Nevegals is waiting for next season.

My season started on April 6 on the Brodie hybrid riding the back country roads near Kanata and the mountain bike season started on May 6 on the Old Quarry trails and ended November 20 on those same trails. I rode a total of 2715 km (174 hours) this season, 1977 km (113 hours) on the hybrid and 739 km (61 hours) on the mountain bike.

We took a three week vacation in Austria but even managed to get 179 km of riding in there on Trans-Canada Trail type trails and paved paths, on borrowed mountain bikes. More on cycling in Austria in a future blog post.

We also decided not to take our bikes on our one week northern vacation this year, concentrating on kayaking up north instead, including a bit on the French River.

The highpoint of the season for me, as far as hybrid riding goes, is the Tour Nortel. I rode just over 80 km in 4.5 hours at an average speed of 19 km/hour and raised $525 for the Children's Hospital of Eastern Ontario. My longest hybrid ride this year was 101 km from Kanata up into the Gatineau's and back in 5.5 hours at an average speed of 19 km/hr. I did not manage to beat last years personal distance record of 110 km.

My mountain biking season this year was concentrated on the Greenbelt trails and Kanata Lakes with some exploring in the Marlborough Forest. We live right beside Old Quarry and those trails interconnect to all of the western Greenbelt trails so we spend a lot of time on these trails whose difficulty ranges from easy flat gravel to the highly technical Lime Kiln Trail and everything in-between.

I got a new toy this year, a new, much more accurate GPS to use on my mapping projects. I added maps of Greenbelt Trails 11 & 12 and the Marlborough Forest to my map archive this season. Mapping the trails is an added bonus to riding them since I have always loved and collected maps, and it adds some extra fun to the experience and is a way to give back to the community.

I first checked out the Marlborough Forest in the previous season attempting to follow the Rideau Trail through it. But as soon as the trail left the forest roads it became very muddy and unsustainable so I switched to the forest roads and mapped all of the forest roads that connected to my starting point this season. There may be a few other orphan roads out there. However there are lots of cart trails , snowmobile trails and other trails interconnecting with the forest roads that I have yet to explore and map. Perhaps next season.

The other part of my regular riding schedule is in the South March Highlands, also known as the Kanata Lakes Trails. This year I managed to get out a number of my times on my own, in addition to the regular Thursday night Ottawa Mountain Bike Association (OMBA) rides where I was asked and reluctantly agreed to lead the OMBA Group D ride. My reluctance was based on the large shoes I had to fill from previous Group D riders such as Peter and Mario (and Catweaver before I joined the rides). However I think I set my own tone for the rides making them an easy going beginner level ride. Indeed I think there is room for a group between D and C that would be a little more challenging than Group D as I lead it. It also looks like A and B might possibly be combined as they usually ended up being combined this last season. Leading Group D got me out a few more times in the season trying to scout out different routes for the group to take. Next season if I am still leading the group I think we will do more of the old Kanata Lakes trails between the rail line and GFR and I expect to spend even more time in SMH next season.

As well as riding in SMH I also had the opportunity to participate in OMBA trail days doping trail maintenance. This season we managed to get Rock Hopper made into a much more sustainable trail. Trail days are a lot of hard work but also a lot of fun and a great way to give back to the trails that we all enjoy.

The City of Ottawa is currently preparing the management plan for the South March Highlands so helping keep the trails sustainable, as well as riding responsibly and avoiding the trails during muddy conditions, improves the chances of having mountain biking recognized as not only a legitimate but a desirable use of the trail system.

And besides all the riding I have gotten involved in a number of other MTB related projects this season. I just agreed to monitor the NCC's greenbelt review for OMBA and keep my eyes and ears open for any impacts on mountain biking.

I have also been helping PeterV learn about GPSing and mapping software for his Nakkertok project. I have also been providing Catweaver with some informal assistance on her Trips for Kids project. And I am now an EcoSteward for the Dominique's Creative Wheel Centre, an environmental retreat and MTB training school, for women and children, where I help out with mapping projects.

It has been a great season and I look forward to next season. I have already started to plan a short MTB holiday in the Muskoka region that I will be writing more about in the future.

Easier Trail Mapping With My New GPS

Last year I started mapping the Greenbelt trails using my GPS unit. With my older GPS unit it was a long complicated process requiring that I avoid overlapping my tracks and involving extensive editing in Photoshop Elements.

I talk about how I became interested in maps and my map making process in an article in the MTBKanata Newsletter.

With my new Garmin GPSMAP 60Cx, which is much more accurate, the process is much simpler.

When I recently mapped Greenbelt Trails 11 & 12 I did not have to worry about overlapping tracks nor did I have to do extensive editing. All that was required was to input the data into Google Earth and MapSource Topo Canada and save an image of the track, and then add whatever text or labels I wanted on the maps.

Submission re: South March Highlands Conservation Forest Management Plan

I am a lifelong environmentalist and outdoorsperson who hikes, mountain bikes, skis and snowshoes in the South March Highlands.

My first comments have to do with the public consultation process.

I was very pleased to see the full colour maps of the protected area at the open house presentation and to learn that more lands than I expected are being protected. In reviewing the maps it appears that more of the existing trails than expected may be included in the protected area.

Afterwards, I immediately went to the City of Ottawa website to see if I could review the maps and other documentation. However, as is usual, whenever I go to the City of Website to look for planning or development information I find it to be woefully inadequate.

It would be very useful if the public could access more details and background information on the City of Ottawa website in order to make better informed comments and suggestions.

One of the things that would be most useful to me in assessing the proposal and making suggestions regarding the trail network would be to see a map of the protected area with the existing trails overlaid. There are numerous trail maps available and I am appending a few that I have acquired to this document.

Before dealing with the trail network I want to address some real concerns I have about the impact of Terry Fox Drive on the conservation forest. Terry Fox Drive is an urban road that serves urban development. It should be routed through urban development land, not through land classified as rural conservation forest. To the extent that it has to cross the western portion of the protected land it should do so using as little protected land as possible.

Terry Fox Drive should absolutely not be bisecting the rural conservation forest in the way that it does. If the city is unwilling or unable to stand up to the land developers and put the road through urban development lands, the least it should do is route it along the southeastern edge of the conservation forest and not bisect the rural conservation forest.

The people of Kanata and Ottawa deserve at least an explanation as to why Terry Fox Drive is being routed the way that it is.

The rest of my comments will deal with the trail network.

As an environmentalist and serious hiker and mountain biker my first and primary concern is that the trails be kept in their natural rugged state and be retained as natural surface single track trails.

I understand that as a result of the environmental assessment process some trail rationalization may need to be done - some trails may require work to make them sustainable and some may need to be rerouted. I have no objection to improving the sustainability of the trail network as long as the network as a whole is not degraded. There may even be opportunities to build new trails for environmental reasons or to allow trail users to enjoy natural features in the area.

In particular, one trail known as “Outback”, is very long and can take up to four hours or more to hike. At several points that trail comes very close to adjoining trails. Making a link at one or more of those spots would allow hikers, who otherwise might not hike the whole trail all at once, to hike part of it at a time. Of course this would depend on whether there are environmentally suitable routes to make the links. This would also provide a faster exit for people injured on the trail and would provide faster access for emergency personnel, particularly in the winter when the cold is an added factor

In examining the map of the protected area we can see that it almost forms a circle providing the possibility of a large loop of interconnecting trails. This would require a link from the lands deeded to the City by KNL in the southeast end of the network to Trillium Forest in the northeast end of the network. Including a pathway between those two sections in the subdivision agreement would enhance the trail network in the protected area.

There has also been the possibility of wheelchair access pathways suggested. Despite the potential benefits of this, I do not wish to see the natural ruggedness and wilderness-like nature of the protected area compromised. One possibility is to build such a pathway around the “Beaver Pond”. This would also provide a place for casual walkers to enjoy the forest without ending up on the rugged natural trails in their high heels or sandals.

I understand the management plan will deal with the appropriate location of trailheads and parking facilities. I hope this will be done in such a way that natural features are not compromised. I would also suggest providing outhouses at the parking lots, as is done by the National Capital Commission at many of its parking lots in the greenbelt trail system.

Another issue that has been addressed by many trail users is the lack of signage, particularly due to the complexity of the trail system and the possibility of people getting lost. I trust this issue will be addressed in a way that detracts the least from the naturalness of the trails.

The last issue I want to address is public education. The official recognition of the South March Highlands Conservation Forest as a human-powered recreation area will make possible a more extensive public education program on responsible trail use. This has been something that the organized mountain biking community (OMBA) has been pursuing vigorously among its membership. However their membership does not include all trail users, and does not even include all mountain bikers. I would like to see the City fund an extensive public education program on responsible trail usage in co-operation with all trail user groups.

A good place to start in developing responsible trail use guidelines would be the IMBA Rules of the Trail.

Signage at the trail heads should include large trail maps on the signs along with responsible trail use guidelines. As well pamphlets with a map of the trails and the guidelines should be available.

Mountain Biking In The Spring

For those of us that put our bikes away for the winter, when the first sign of Spring arrives we want to get out on the trails. However more often than not the trails are not ready for riding, usually being wet and muddy. Of course to some people that adds to the fun.

While one may be able to argue that riding muddy trails does no damage beyond the trail and does not affect the surrounding plant or animal life there is no doubt that it affects the trails.

These are the comments posted in a public forum by local mountain bikers about rutting caused by riding muddy trails:

"Watch out for the ruts. I got caught in one at speed between the first and second v-trees. Threw my right shoulder smack into a tree. Though I didn't wipe I have a large bruise to show for it. Anywhere it get's muddy in SMH (South March Highlands) is now a rutted mess..."

"I find fixing ruts to be more challenging than riding them. Riding them can get downright annoying when they go on forever. Way more annoying when they suddenly toss you off your line into a tree."

"The main reason to stay off the muddy trails is because of the erosion.. The more the trails erode the less fun they are to ride and the more work required to maintain them. "

And of course it is not just mountain bikers that notice bike ruts in the mud but also other trail users, which does little to raise the image of mountain biking in the community at a time when we need to be making friends, not enemies, and building partnerships with other trail users.

When it comes to the greenbelt trails, biking is barely tolerated, while being officially banned. The following was stated in an e-mail from an NCC representative:

"We know that there is a lot of interest in off-road riding on Greenbelt hiking trails. On the other hand, section (16) of the NCC Traffic & Property Regulations states..."No person shall ride a bicycle on property of the Commission other than a driveway or on a bicycle path set aside by the Commission for the purpose...". While we have not actively tried to enforce this particular regulation, we do not condone the practice. There are long-term impacts on the trails and surrounding area, particularly rutting, trail erosion, trail widening as users veer off the designated route to avoid ruts and muddy surface, and destruction of adjacent vegetation. In the winter, we want to discourage bike riders who may travel across groomed ski tracks."

While this statement does reflect a need for some education of the NCC about the relative effects of hiking and biking on the trails, one cannot dispute the concerns about rutting from riding muddy trails. If we want to convince the NCC, and other trail users, that mountain biking should be encouraged, and not just tolerated, we are going to have to start riding more responsibly.

For me, the most annoying thing about people riding muddy trails in the spring is that the rutting slows down the natural drying process. Wet and muddy trails dry out fairly quickly in the summer when it is hot. However in the spring, when it is cool and the ground is still partly frozen, the drying process takes longer and it is not helped by ruts that hold the water and disrupt the natural drainage patterns. Those of us who avoid riding the mud holes in the spring have to wait longer to ride the trails due to the actions of those who do not have patience to wait a few weeks for the trails to dry, and when the trails do dry out they are often a rutted mess that takes longer to dry each time it rains.

If we keep the trails in good condition they will dry quickly after summer rainfalls.

So what should we do in the meantime. There are a number of options. We do not need to ride in the dirt to ride. Pedaling is pedaling. We can start getting into condition for the technical single track by riding gravel and paved paths like the Trans-Canada Trail.

South March Highlands Management Plan Open House April 30

In November 2007 the Fifth Column discussed the South March Highlands Management Plan and the suggestion by the Kanata Environmental Network (KEN) that public use of the lands be kept to the periphery. Fortunately that view is not shared by any other environmental or user group, nor is it shared by the City of Ottawa.

If you want to know what is going on with the plans for the South March Highlands and want to have your say the public consultation process is about to begin. The first public meeting will be an open house from 7:00 to 9:00 PM at the Kanata Old Town Hall on March Road, near Klondike Road, on Wednesday April 30, 2008. This will be a relatively informal drop-in format as the consultants (Douglas and Ruhland Associates, landscape architects) “would rather engage and talk directly to those interested than have a formal presentation at this point in the process”.

These forest lands include some of the most significant ecological features and functions within the City of Ottawa. It is the most ecologically diverse landscape in the City, overlies a section of the Canadian Shield and provides an exceptional natural environment experience. It also provides significant cultural and recreational resources with extensive use (hiking/walking and mountain biking being the two most prominent) by the immediate community, the larger City population, and in the case of some activities such as Mountain Biking, people living outside of the City.

Several issues have emerged in the area:

· The area is well known as a mountain biking and hiking/walking destination and at present, an extensive informal trail network has developed. There is the possibility that the location of certain sections of trail and/or the construction techniques that were used to build the trails are not necessarily consistent with the protection of natural values in the area. At the same time significant volunteer efforts have been made in recent years to implement lower impact trail construction techniques within the City owned conservation forest.

· Potential conflicts between users (nature appreciation, casual walkers, mountain bikers, hikers).

· Increased indirect impacts (edge effects, loss of interior habitat and connectivity ecological support systems) and use impacts as designated development areas build-out.

· There is no interpretative plan or efforts to direct the current range of users to protect or take advantage of features in the highlands.

· There is a lack of formal access or trail-head provisions.

· The need for a trail section or access for physically challenged residents has been raised.

· Limited existing tools to manage the form and intensity of recreational or other use in the area.

Objectives:

The overall objective is to design a management strategy that will provide long-term management direction for a 20 year period which provides for protection of the significant ecological features and functions of the South March Highlands while allowing users to experience the area through appropriate recreational activities in a way which is both manageable and sustainable in terms of the City’s, and stakeholder and user group resources.

The planning process will include:

· Participation in a project initiation open house to introduce the project to the community.

· Identification of use and management objectives through a stakeholder workshop and/or other consultation approaches to gain stakeholder input.

· Identification of opportunities for appropriate recreational use (open air recreation including hiking and biking, education, nature appreciation) and concerns related to inappropriate use and strategies to mitigate the effects of recreational use…

· Review and incorporation of best practices for low impact recreational use/trail development and management of near urban/urban natural features

· Develop detailed management recommendations

o Management of uses – where different uses should occur, how to control impacts.

o Management of future stressors (adjacent development, climate trends, invasive species)

o Recommendations related to connectivity to other landscape features within and outside the forest; and longer term strategic objectives for preservation of ecological integrity such as additions to the forest.

· Conceptual plan for infrastructure (recommendations for trail location, trail treatment, access).

o Trail location options (including an accessible trail)

o Trail treatment and design options

o Use management (signage, etc.)

o Access and potential trail head/ parking locations

o Interpretive resources (e.g. kiosk).

The South March Highlands - Kanata’s Outdoor Wonderland

I want to preface this by stating that I am a hiker and mountain biker, as well as a cross-country skier, but primarily I am an environmentalist.

On November 10, 2000 the Regional Municipality of Ottawa-Carleton announced the purchase of 556 acres of the South March Highlands for $1.6 million at the urging of Kanata Regional councilor Alex Munter who has stated “his biggest achievement would be putting South March Highland into public ownership to keep it protected.“

My attempt to find anything about the plans for the South March Highlands on the City of Ottawa website have been unsuccessful. All I could find were references to the fact that a plan should be drawn up.

However my own sources have confirmed that the process has begun with the city meeting with stakeholders and conducting another environmental assessment on the lands. I understand public meetings will be announced shortly.

Having heard rumours that some “environmentalists” wanted to restrict public access and trails to the periphery of the area I contacted the Kanata Environmental Network who provided this response:

“KEN has a representative attending the City meetings concerning the South March Highlands. The periphery approach is consistent with the environmental studies that Dan Brunton did over 20 years ago. There will be a new environmental assessment done in the next year and it may recommend keeping all human traffic on the edges. KEN is in favour of this approach. There is no other way to protect the heronry and multiple rare plant species in the highlands. KEN's stance reflects Brunton's recommendations until an update becomes available.”

This will come as a shock to the local community associations and activists who used Dan Brunton’s research in their fight to save the adjoining KNL lands from development and protect the trail network. They obviously have a different interpretation of Brunton’s position.

The fact is that this is urban parkland, not wilderness. It is surrounded by roads and the southern boundary is going to be a major roadway - Terry Fox Drive. Treating this land as wilderness with no interior public access simply does not make sense. One only needs to look at the response to KNL’s development proposals to know the public wants access to these lands.

And of course the trails are there and have existed for years and are being used by residents from all over Ottawa.

People can be a great threat to the environment, the biggest impact being from development - bulldozing and paving it over, blasting and replacing forests and meadows with parking lots and buildings.

On the other hand people hiking responsibly through the forest has no greater impact than deer or bears running through the forest, particularly when they are on a controlled trail system. The same applies to mountain biking where the scientific evidence indicates that hikers and mountain bikers and hikers have equivalent impacts on trails. See for example the reviews done by the International Mountain Bicycling Association and the New Zealand Department of Conservation.

The majority of outdoorspersons considers themselves to be, and indeed are, environmentalists. The best way to raise environmental awareness is by getting people out into the environment, enjoying it and learning of it’s importance and the need to protect it. That is where the environmentalists that we need to fight the real threats to the environment - development and habitat destruction, are born.

Getting people out into the environment, onto the lakes and rivers and into the forests builds healthy lifestyles, and healthy lifestyles improve our health and reduces our health care costs. This is important at a time when obesity, and childhood obesity in particular, is at epidemic levels. We need natural spaces and trails to teach our children the benefits and enjoyment that can be had in the great outdoors. Kanata is fortunate that we have a population that celebrates healthy lifestyles and rises up to challenge those that want to take our natural spaces and trails away from us.

Young people need the type of challenges the outdoors can provide as an alternative to spending their time a sedentary lifestyle centered on electronic devices, or other even worse but seemingly exciting activities, like gangs and drugs. Youth can be attracted to these things by the very risks we want to protect them from. Outdoors activities such as rock climbing and mountain biking can provide exciting healthy risks that build character and a healthy body.

The South March Highlands is an ideal location for the people of Kanata, young and old, to discover and enjoy a healthy outdoor lifestyle.

Fortunately we already have an environmentally friendly trail system in the South March Highlands, with natural, rugged, single track trails that have minimal environmental impact. These are the types of trails that hikers and mountain bikers love. The trail system is currently unofficially maintained by the Ottawa Mountain Bike Association according to the International Mountain Bicycling Association (IMBA) sustainable trail building standards which keeps the trails as natural as possible with some rock armouring used to raise low wet areas and some bridges over wet areas.

So what should the South March Highlands Management Plan propose for the existing trail system.

The trail system should be reviewed in light of the findings of the new environmental assessment, and in particular the identification of environmentally sensitive areas. It should also be reviewed in light of IMBA’s sustainable trail standards. This review would determine if any trail sections need to be rebuilt, closed or re-routed, as well as identifying possible additional trail routes.

Existing and new trails should be designed and maintained in as natural a state as possible, no widening, flattening, or paving should be allowed.

The South March Highlands belongs to all of us. The trails should be open to all users, with the exception of motorized vehicles, including snowmobiles.

In the summer we already have seen that the trails function exceedingly well as shared trails and they have the potential to become a model shared use trail system.

In the winter these rugged trails are ideal for snowshoeing, as well as mountain biking. Cross country skiers should also be welcome but these natural trails should not be altered into wide flat ski trails. There are lots of good wide flat ski trails available for skiing. These trails provide an excellent alternative for other trail users to avoid conflicts with skiers on the cross country ski trails.

The final, but perhaps most important part of the plan, should be public education on environmentally friendly and sustainable trail use, including respect for other trail users - share the trail. The education campaign should stress that trail users should stay on the designated trails. As well it should encourage trail users to avoid wet muddy trails but advise them to use the centre of the trail, not go alongside and widen it, if they do need to go through wet muddy sections. A good place to start with trail education are the IMBA Rules of the Trail

The residents of Kanata fought a valiant fight to try to protect the environmental lands and trail system within the KNL development lands, We still have the South March Highlands. It is time to build a plan that allows us to enjoy this environmental jewel in a responsible way that gets more people out enjoying the great outdoors and protects the environment.

Cycling and Mountain Biking in the Gatineau Park

A few weeks ago I was driving home from mountain biking along the Gatineau Parkway when I noticed just how little room there was for cyclists and motor vehicles to share the road. If I wanted to pass a cyclist I had to hug the yellow line, a dangerous thing to do if traffic is approaching me and only possible if the oncoming traffic sees the cyclist on my side and moves over to give me room, and impossible if there are motor vehicles and cyclists on both sides of the road. At one point I just had to follow behind the cyclist till it was safe to pass, fortunately he was moving at about 40 km/hr.

This can create very dangerous situations, especially if there are impatient drivers. Drivers should, however, be aware that, although used as such, the parkway is not a commuter route, it is a scenic route for tourists and residents to use to enjoy the park scenery and has a speed limit of 60 km/hr.

In many ways the Gatineau Parkway is a wonderful route for cyclists, scenic, winding and hilly. It could be a world class cycling route and a major tourist attraction and economic benefit to the region, if the safety problem was solved.

The answer of course is simple - put dedicated bike lanes along both sides of the parkway. Yes, it will take up some green space but only along the parkway corridor, doing much less damage than building superhighways through the park which the National Capital Commission (NCC ) thinks is appropriate. These bike lanes should be double lanes, not to encourage riding double which cyclists do now adding to the safety problem, but to allow faster cyclists to pass slower ones without having to enter the motor vehicle portion of the parkway.

Perhaps if the NCC undertook a project such as this it would divert their attention from turning single track trails into gravel roads. Which brings me to the other aspect of cycling in the Gatineau Park - mountain biking.

The NCC, in it’s wisdom, has decided that mountain bikers should be second class citizens in the park. If they want to ride single track trails they are relegated to a small section of the park (Camp Fortune) run by a private operator where fees are charged. Meanwhile hikers and trail runners have free reign over all of the public trails in the park at no charge, including the wide trails designated for mountain biking.

I appreciate having the wide gravel trails to ride, they are fun, but mountain bikers, like serious hikers, love rough natural technical single track trails, which are a lot more environmentally friendly than widened gravel roads, which the NCC loves to build and call trails.

There are two arguments for keeping mountain bikers off single track trails - user conflicts and environmental damage. However, neither of these arguments holds up to scrutiny.

In various places, including the NCC’s own greenbelt (where bicycle use is against NCC regulations but the regulations are not enforced), hikers and bikers regularly share the trails with each other with few problems. I can personally attest to never having had a conflict with hikers on the greenbelt trails while riding them regularly (several times a week). I can also attest to hiking and mountain biking in the South March Highlands and always having other trail users treat me with respect, whether as a hiker or a biker.

As to the environmental impact, the overwhelming scientific evidence indicates that hikers and mountain bikers have equivalent impacts on trails. See, for example, the reviews done by the International Mountain Bicycling Association and the New Zealand Department of Conservation.

Since there are no reasons to treat them differently from other trail users, what should the NCC do to ensure that mountain bikers receive equal treatment and trail access in the Gatineau Park.

First they should enter into an agreement with the operator of Camp Fortune to replace the cross country trail fees paid by individuals with a fee paid by the NCC. I suspect the impact of this on the NCC budget would be minimal. This would ensure that mountain bikers do not have to pay access fees that other trail users do not have to pay.

The next thing they should do is to provide mountain bikers access to the rest of the single track trails in the park. This may require a short transition stage for public education and signage and perhaps some trail maintenance. There may even be a few trails that for specific reasons should not have mountain bike access. The NCC should take advantage of OMBA and IMBA’s sustainable trail building expertise during this process. In the interests of equality, this process should be expedited.

The NCC has an opportunity to make the Gatineau Park an internationally acclaimed location for both road cycling and mountain biking. Let us see if they are up to the challenge.

No Time to Blog Today - Busy Mountain Biking

Well today I just seemed to be way too busy with mountain biking stuff to blog.

This morning I had to pick up my wife's bike from Joe Mamma's, which has to be Ottawa's best bike shop. She had busted her derailleur hanger and bent her derailleur. Most other bike shops probably would have replaced both parts, but Eric, arguably the best bike mechanic in the world, was able to fix the derailleur.

This afternoon I had to check out trail conditions and do some trail work for tomorrow night's mtbkanata ride. MTB Kanata is a website and mountain biking community that first introduced me to mountain biking.

And tonight it was the OMBA, Ottawa Mountain Bike Association, night ride. OMBA is a mountain biking organization that does advocacy work, trail maintenance and organizes great group rides - a really great group of dedicated people.

Should Bicycle Helmets be Mandatory

This column was inspired by a discussion on MTB Kanata

Whenever I see someone on a bike without a helmet, whether on the trails or the road, no matter how expensive or fancy the bike might be, I always assume the rider is not a serious cyclist, because a serious cyclist would be wearing a helmet.

So should we be legislating common sense and requiring everyone to wear a helmet by law. I think we can all agree that legislation on it’s own is not the answer. We simply do not have the enforcement resources. Public education and changing attitudes is always the best answer. That is ultimately what reduced impaired driving, though increased sentences, as a sign that society’s attitudes had changed, was a big part of that.

However legislation can be an important part of a public education campaign. The example of seat belts is an excellent example of how that works. We have mandatory seat belt laws. The police do not devote extensive resources to enforcement but occasionally do blitzes as part of the public education campaign. We see these less and less as public attitudes have changed and we now have extremely high seat belt usage in Canada as a result of this combination of legislation and public education. This is how mandatory bicycle helmet legislation would work.

One of the biggest ant-helmet law argument is the individualist argument, or the right to be stupid it does not affect you argument. We live in a country with a social contract. This is not the capitalistic individualist United States. We have Canadian values that include caring about each other. But we also have a much more practical stake. We all contribute to a publicly funded universal health care system - and opting out is not an option. So we all have a practical stake in preventing needless deaths and injuries. As cyclists we also have a stake in keeping injuries down to avoid excuses to put restrictions on cycling. Mountain bikers, in particular, know the impact concerns about injuries and liability have on trail access.

Some have suggested we only have legislation for children, which is what we have now and it is not enforced and completely ineffective. The main reason it is not effective is because it is hypocritical. Children and young people do not respond well to hypocrisy. It is like the parents you see on the trails or paths everyday telling their children “don’t worry you only have to wear your helmet now when I’m watching, when you get older like me you won’t have to wear a stupid helmet”, which is what they are telling their children when they go out riding with their children and do not wear a helmet themselves. We teach best by example, and worst by hypocrisy. That is why we see so many young people, for some reason mostly girls, riding their bikes with their helmets dangling from their handlebars.

A huge part of public education in today’s society is the influence of role models. This is what started the discussion on MTB Kanata. Stunt riders performing at the Tour Nortel, ironically a fund raiser for the Children’s Hospital of Eastern Ontario (CHEO), were doing dangerous stunts without wearing helmets, setting the worst example you could find (unless the idea was to create future business for the hospitals head and brain injury wards). Yes, I’m shaking my head too. There was actually controversy about whether this was a bad idea with the suggestion if children follow the example of their heroes and get injured it is their own fault for being stupid and having parents that raised them to be “morons”.

Children, and adults too, are highly influenced by role models, their heroes, particularly in today’s mass media society. I remember seeing a photo of Lance Armstrong riding without a helmet in the Tour de France. It was explained to me that, while helmet use is mandatory during most of “The Tour” at certain stages it is not (apparently because the risk is less at those stages). This just sends mixed messages, particularly when you have photos of the world’s number one cycling hero riding without a helmet. If everyone always wears a helmet you would have a level playing field and you would be sending a message that hard core riders always wear their helmets, rather than the message that they do not, leaving children wanting to imitate their heroes, such as the helmetless riders at the children’s hospital fundraiser.

So if public education is the answer who should be doing the education. Public authorities such as schools certainly have a role to play, and the probably are not doing enough. You would also expect an organization that calls itself Citizens for Safe Cycling (CFSC) to perform that role. While CFSC does do rider safety training, their main emphasis, when it comes to helmet use, is to mount an extensive campaign against mandatory helmet laws while paying lip service to the benefits of wearing a helmet. Their position on bike lanes, that I and many other cyclists agree provide a safer and much less scary riding experience, is also really perplexing.

CFSC, and others, argue that requiring people to wear helmets will deter people from riding because of the helmet costs. Helmets meeting safety standards can be purchased for $20. They also argue that it will scare people away from cycling because they will think it is dangerous. Would anyone argue that young (or old) hockey players should not be required to wear safety equipment because it might scare them away from the sport. The fact is cycling does have risks, but learning how to cycle safely and wearing a helmet will make it a relatively safe activity. That is what should be promoted, not underplaying the risks to encourage people to cycle.

Then there is the “I only wear my helmet when it is dangerous” argument. I can remember an experience riding on a relatively tame trail (Old Quarry) with a much more experience hard core rider than me and he crashed on this easy trail. Of course he was wearing a helmet. We tend to concentrate more on the dangerous stuff and less on the easy stuff, which actually balances out the risk. You cannot predict when you are going to need your helmet to protect you.

One of the best reasons to always wear your helmet because if you do you will always have it on when you need it. Developing a habit is the best way to avoid forgetting to wear it when you need it. Let me tell you a story about a rider who always wears his helmet, except that he decided he did not need it riding his trainer in the basement over the winter. On the way back from his first ride of the season on his mountain this helmet use proselytizer discovered he was not wearing his helmet. Luckily I did not need it on that ride.
