Do We Need Electoral Reform

Is our system of representative government broken. Does it require fixing.

Some will argue that, because the representation of parties in our legislatures does not represent their percentage of support overall within the country or the province, all people and ideas are not being represented. They may have a point, but if we accept that how do we fix it and retain a representative system. Do we want to retain a representative system.

The value of representative government is that our representatives are more than just legislators, they are representatives of communities. We do not just vote for party leaders or parties but for someone to represent our community. Our elected representatives act as our link to government, not just as legislators but as information conduits in both directions, from and to government. Much of a representative’s time is spent in an ombudsman role in what is referred to as “constituency work” and this work involves dealing with the elected government, Cabinet Ministers, as well as with the Public Service.

Most of the proposals for proportional representation involve party lists and two classes of representatives, some representing local communities (constituencies), and some selected overall from the party lists.

Do we want to have two classes of representatives. Do we want to have a system that puts even more emphasis on voting for the party and party leader than the local representative.

Or should we expect someone wanting to get elected to have to convince a majority in their local community to vote for them.

We do have a problem. The problem is what most call “strategic voting”, but what is really “negative voting” - choosing who to vote for based on who you do not want to get elected rather than who you want to get elected. It involves people not voting for their first choice but for the least worse of those they think have the best chance to win. Fear that the “wrong” person will be elected appears to be stronger than the desire that the “right” person be elected.

This practice does more to prevent independents or representatives of newer or “minor” parties from getting elected than the structure of the system itself.

There is a solution. It involves allowing people to vote for their first choice without “losing” their vote and it means all representatives will be elected by over fifty percent of voters in their community.

Voters will vote preferentially for as many candidates as they like. If they only want to vote for one candidate they only indicate a first choice, otherwise they will indicate their choices in order of preference for as many candidates as they choose. Votes will be transferred from candidates receiving the least number of votes to the voters next preference until one candidate receives over fifty percent of the votes.

I predict that such a system would result in a reduction in the imbalance between parties overall popular vote and percentage of elected representatives and will also see an increase in the number of independents elected, something that proportional representation proposals do not address.

In this age of electronic voting it is an idea whose time has come.

As for proportional representation, if we are not prepared to abolish the Senate, it might be an interesting experiment to try with the Senate.

Should The Peace Movement Align Itself With Forces Involved in Armed Struggle

An article by Don Butler, CanWest News Service in the National Post on May 8, 2007 reports that:

“Canadian activists were out in force at a recent conference in Cairo that sought to forge closer links between the international anti-war movement and Islamic resistance groups, including several on Canada's terrorism list.

About 20 Canadians attended the March 29 to April 1 Cairo Conference, the largest delegation from Canada in the event's five-year history. According to one report, it was also one of the largest delegations from outside the Middle East.

In total, as many as 1,500 delegates from the Middle East, Europe, South Korea and the Americas attended. Many of the Canadian delegates were from the Canadian Peace Alliance, the country's largest umbrella peace organization, and some of its 150 affiliated groups, said peace alliance coordinator Sid Lacombe, who attended the conference.”

We all know that one man’s terrorist is another man’s freedom fighter. In many ways terrorists are like war criminals, they are never on the winning side.

Indeed, by the current definition of terrorist put forth by the United States and adopted by most “western countries” I have financially supported a terrorist organization in the past. It was the National African Congress whose leader Nelson Mandela received the Nobel Peace Prize. Indeed the American revolutionaries, whom the United States celebrates as national heroes, would be considered terrorists by the current definition.

So we are not going to try and judge who is or is not a terrorist but simply look at whether the peace movement should be allied with any groups that believe armed struggle is necessary or appropriate.

There are a couple of simple answers.

● The peace movement believes in peace, not war. It should not be supporting violence of any kind.

● There will not be peace as long as there is oppression and the peace movement must support all struggles against oppression.

While the second option may be true, it may be impractical. How do you decide which struggle to support without allying yourself with actual terrorists. Do you support anyone who declares themselves anti-imperialist or do you have a bunch of hard core left wingers around the table arguing the fine points of ideology to decide who is a freedom fighter. Either approach is going to limit considerably the ability to build a mass public anti-war and peace movement.

That is not to say that there is not a place for solidarity movements with oppressed peoples. The question is whether it is appropriate to consider them part of the peace movement and whether doing so limits the broad public support of the peace movement,.

The first option my seem naive, in that it may seem to assume that armed struggle is never necessary or appropriate. But actually it does not. It just says that it is not appropriate for the peace movement to support armed struggle.

The first option is the only option capable of building a mass publicly supported peace movement. As that movement grows the ability to find alternatives to armed struggle increase exponentially. It is the role of the peace movement to build that momentum and find new ways to bring people together.

While the idea of Palestinians and Israelis, Jews and Muslims, building a peaceful Middle East together may seem hopelessly naive, at one time the idea of blacks and whites building a new South Africa together seemed equally as naive. And yes the armed struggle played a role, but inevitably peaceful reconciliation became the only alternative. We are seeing the start of that same process now in Northern Ireland.

The peace movement must be devoted to peace, not war.

Should Bicycle Helmets be Mandatory

This column was inspired by a discussion on MTB Kanata

Whenever I see someone on a bike without a helmet, whether on the trails or the road, no matter how expensive or fancy the bike might be, I always assume the rider is not a serious cyclist, because a serious cyclist would be wearing a helmet.

So should we be legislating common sense and requiring everyone to wear a helmet by law. I think we can all agree that legislation on it’s own is not the answer. We simply do not have the enforcement resources. Public education and changing attitudes is always the best answer. That is ultimately what reduced impaired driving, though increased sentences, as a sign that society’s attitudes had changed, was a big part of that.

However legislation can be an important part of a public education campaign. The example of seat belts is an excellent example of how that works. We have mandatory seat belt laws. The police do not devote extensive resources to enforcement but occasionally do blitzes as part of the public education campaign. We see these less and less as public attitudes have changed and we now have extremely high seat belt usage in Canada as a result of this combination of legislation and public education. This is how mandatory bicycle helmet legislation would work.

One of the biggest ant-helmet law argument is the individualist argument, or the right to be stupid it does not affect you argument. We live in a country with a social contract. This is not the capitalistic individualist United States. We have Canadian values that include caring about each other. But we also have a much more practical stake. We all contribute to a publicly funded universal health care system - and opting out is not an option. So we all have a practical stake in preventing needless deaths and injuries. As cyclists we also have a stake in keeping injuries down to avoid excuses to put restrictions on cycling. Mountain bikers, in particular, know the impact concerns about injuries and liability have on trail access.

Some have suggested we only have legislation for children, which is what we have now and it is not enforced and completely ineffective. The main reason it is not effective is because it is hypocritical. Children and young people do not respond well to hypocrisy. It is like the parents you see on the trails or paths everyday telling their children “don’t worry you only have to wear your helmet now when I’m watching, when you get older like me you won’t have to wear a stupid helmet”, which is what they are telling their children when they go out riding with their children and do not wear a helmet themselves. We teach best by example, and worst by hypocrisy. That is why we see so many young people, for some reason mostly girls, riding their bikes with their helmets dangling from their handlebars.

A huge part of public education in today’s society is the influence of role models. This is what started the discussion on MTB Kanata. Stunt riders performing at the Tour Nortel, ironically a fund raiser for the Children’s Hospital of Eastern Ontario (CHEO), were doing dangerous stunts without wearing helmets, setting the worst example you could find (unless the idea was to create future business for the hospitals head and brain injury wards). Yes, I’m shaking my head too. There was actually controversy about whether this was a bad idea with the suggestion if children follow the example of their heroes and get injured it is their own fault for being stupid and having parents that raised them to be “morons”.

Children, and adults too, are highly influenced by role models, their heroes, particularly in today’s mass media society. I remember seeing a photo of Lance Armstrong riding without a helmet in the Tour de France. It was explained to me that, while helmet use is mandatory during most of “The Tour” at certain stages it is not (apparently because the risk is less at those stages). This just sends mixed messages, particularly when you have photos of the world’s number one cycling hero riding without a helmet. If everyone always wears a helmet you would have a level playing field and you would be sending a message that hard core riders always wear their helmets, rather than the message that they do not, leaving children wanting to imitate their heroes, such as the helmetless riders at the children’s hospital fundraiser.

So if public education is the answer who should be doing the education. Public authorities such as schools certainly have a role to play, and the probably are not doing enough. You would also expect an organization that calls itself Citizens for Safe Cycling (CFSC) to perform that role. While CFSC does do rider safety training, their main emphasis, when it comes to helmet use, is to mount an extensive campaign against mandatory helmet laws while paying lip service to the benefits of wearing a helmet. Their position on bike lanes, that I and many other cyclists agree provide a safer and much less scary riding experience, is also really perplexing.

CFSC, and others, argue that requiring people to wear helmets will deter people from riding because of the helmet costs. Helmets meeting safety standards can be purchased for $20. They also argue that it will scare people away from cycling because they will think it is dangerous. Would anyone argue that young (or old) hockey players should not be required to wear safety equipment because it might scare them away from the sport. The fact is cycling does have risks, but learning how to cycle safely and wearing a helmet will make it a relatively safe activity. That is what should be promoted, not underplaying the risks to encourage people to cycle.

Then there is the “I only wear my helmet when it is dangerous” argument. I can remember an experience riding on a relatively tame trail (Old Quarry) with a much more experience hard core rider than me and he crashed on this easy trail. Of course he was wearing a helmet. We tend to concentrate more on the dangerous stuff and less on the easy stuff, which actually balances out the risk. You cannot predict when you are going to need your helmet to protect you.

One of the best reasons to always wear your helmet because if you do you will always have it on when you need it. Developing a habit is the best way to avoid forgetting to wear it when you need it. Let me tell you a story about a rider who always wears his helmet, except that he decided he did not need it riding his trainer in the basement over the winter. On the way back from his first ride of the season on his mountain this helmet use proselytizer discovered he was not wearing his helmet. Luckily I did not need it on that ride.

Workers of the World Unite

Today is May Day, also known as International Workers' Day.

The first day of May is a day of celebration and solidarity for working people around the world. International Workers’ Day celebrates the unity of workers and their unions in the cause of equality, justice and the daily struggle to improve the quality of life of our families and communities. On May 1, 1886, Chicago unionists, reformers, socialists, anarchists, and ordinary workers combined to make the city the center of the national movement for an eight-hour day. Between April 25 and May 4, workers attended scores of meetings and paraded through the streets at least 19 times. On Saturday, May 1, 35,000 workers walked off their jobs. Tens of thousands more, both skilled and unskilled, joined them on May 3 and 4. Crowds traveled from workplace to workplace urging fellow workers to strike. Many now adopted the radical demand of eight hours' work for ten hours' pay. Police clashed with strikers at least a dozen times, three with shootings.... Inspired by the American movement for a shorter workday, socialists and unionists around the world began celebrating May 1, or May Day, as an international workers' holiday. In the twentieth century, the Soviet Union and other Communist countries officially adopted it. The Haymarket tragedy is remembered throughout the world in speeches, murals, and monuments. Should Canadian Forces Be In Afghanistan

This is not as simple a question as “Should Canadian Forces be in Iraq ?”. The Iraq war is a unilateral violation of international law based on a web of lies, including the claims that Iraq was involved with 911 and that Iraq had those evil “weapons of mass destruction” that only the “good guys” are allowed to have. Apparently the MAD (Mutual Assured Destruction) theory is now passé.

On the other hand, Afghanistan was being used as a training ground for Al Qaida and was clearly linked to international terrorism. The Canadian Forces role in Afghanistan is also linked to reconstruction and development, even if there is some controversy surrounding that role. But the Afghanistan mission is also tainted by it’s connection the “United States War on Terror” that is inextricably linked to the Iraq War and the United States historical foreign and miliary policy of simply acting in their own interests without regard to human rights or international law.

Setting that aside, the question is answered much more easily by looking at what role for the Canadian Forces best serves Canadian values, and where the Canadian Forces can be most effective. The Afghanistan mission is a heavy burden that prevents the Canadian Forces from being deployed in missions that better serve traditional Canadian values and foreign policy.

Canada is the country that invented peacekeeping. Modern day peacekeeping is not a watered down version of military combat but a role that requires all the traditional skills and risks of the military with added diplomatic and development roles.

In the First and Second World Wars we fought countries - the country, military and civilian, was the enemy, and civilian casualties, whether intended or “collateral”, were not a significant factor. In today’s warfare we are often in the middle of conflicts between armed groups where we are trying to win the trust of the civilian population so that we can work with them in reconstruction and development projects. Often separating “friend” from “foe” is the biggest challenge. Canada has the opportunity to build a highly combat trained military that is also educated in these more subtle areas.

The Afghanistan conflict clearly requires many of these skills. However it is tainted by its link to the “United States War on Terror” and its burden prevents Canada from acting in other areas, and from acting where no one else is capable or prepared to act.

Recently we have seen the world paralysed by some of the worst acts of genocide and humanitarian crises in places like Rwanda and Darfur. The world stood by, unable or unwilling to act, as millions suffered unspeakable abuse and death.

This is where Canada should act. Wee need to develop the will and the capability to act when no one else will - to engage in “unilateral humanitarian military intervention”. To do this a number of things have to happen. First is the need to develop a nationwide public and political will to act.

It will mean accepting the need for Canada to act unilaterally which will require a major foreign policy shift. To act unilaterally and retain international credibility is the challenge. Fortunately we do not have the kind of foreign policy history that plagues the United States. For Canada to be able to undertake this role with credibility requires pursuing a foreign policy based on the interests of international peace and development, rather than purely self-interest, which is what drives American foreign policy, and it means distancing ourselves from American foreign policy and unilateralism, in particular the “United States War on Terror”.

It means removing the Canadian Forces from Afghanistan, because of its links to the “United States War on Terror” and because it drains our resources that are needed to respond to international humanitarian crises when no one else will.

Unilateral intervention requires unilateral capability. It means we need to have the independent military capability to perform all combat and other roles, capability in terms of equipment, troops and training, and the capability to get our forces to where they are needed quickly, particularly in situations when thousands of people are being abused and killed everyday that nobody acts. We need to build these capabilities if we e to fulfill this role.

The best way to achieve a peaceful and conflict free world is to reduce economic inequity and human rights violations that have become commonplace. Canada can do that at home by setting an example of how the world’s peoples can live together in harmony, and abroad by following policies designed to reduce international inequities.

NewSpeak Environmental Economics

According to an article on the CBC website:

Canada remains committed to the principles of the Kyoto protocol, but meeting its promises on reducing greenhouse gas emissions would require taking Canada into a recession, Environment Minister John Baird said Thursday.

Appearing before a sometimes hostile Senate environment committee in Ottawa, Baird said a Liberal bill calling for the government to honour Canada's commitment under the Kyoto treaty is "bad economic policy" that would result in 275,000 Canadians losing their jobs by 2009.
...

The economics just don't add up," Baird said, and warned that gasoline prices would jump 60 per cent and natural gas prices would double.

There is only one way to make it happen: to manufacture a recession."

I do not know what definition of a recession the Environment Minister uses but it is not the one I was taught. In a recession economic activity and productivity declines as does employment, disposable income and spending. This inevitably leads to a reduced demand for energy such as gasoline and natural gas. The Minister thinks this will lead to an increase in the price of gasoline and natural gas. I do not know what definition of the law of supply and demand the Minister uses but it is not the one that I was taught, that requires a reduction in price in response to a decline in demand.

I suppose, given that level of understanding of economics, we cannot expect the Environment Minister to understand the economic benefits to be gained from a more energy efficient economy driven by new environmental technologies that will be in high demand by countries and economies that understand what the disastrous economic impact of failing to act on global climate change will be.

I suppose we should be thankful that Mr Baird is not the Minister of Finance.

Is Trade Evil

Trade has become a sacred cow with no one questioning its costs. Even anti-globalization organizations do not argue against trade but argue for “fair trade”. In a world where economic power is so unbalanced can trade ever be fair.

Globalization is supposed to save the world and provide untold opportunities for the “third world” to develop. But has global trade ever served the interests of the “third world” or the working classes of the “first”/imperial/developed world.

The history of modern trade as we know it (beyond barter) begins with colonialism and in particular the British Empire. It started with luxury goods such as silks and spices and tropical fruits. It extended into what became basic, but not essential goods, such as coffee and tobacco.

One of the first impacts of this broader trade was the development of monoculture in the colonized “third world”, particularly in the form of coffee, tobacco and sugar cane. Agriculture in these countries was transformed from sustainable farming that fed the people to cash crops that provided money to colonial financial interests. Monoculture not only did not feed the people it also contributed to the decline of soil quality and greater susceptibility to drought. From there came the inevitable impoverishment of the “third world”, in particular Africa. Trade in drugs and slaves followed.

Fast forward to the current day.. Trade has gone way beyond trading what we can produce (and others cannot) for what they can produce (and we cannot) to where the developed world is dependant on imports from “third world” countries for basic goods such as food and clothing and even technology. These good are produced at below subsistence wages in dangerous slave-like conditions. This is called raising the standard of living of poor people. Meanwhile in the developed world unemployment is rampant, factories and whole towns are closing. This is called progress.

But the owners of “the means of production” are getting richer and richer. As our economies become more prosperous on paper the gap between the rich and the poor is at an historic high.

One of the major impacts of unnecessary trade (trading for goods that can be produced in the home market) is the additional costs of transportation. To offset that it becomes an absolute necessity of the system that the workers producing the goods be paid less than they could have been paid if they were selling into the local market. Because of the huge power differences between workers and owners in poor countries where there are no unions (and even talking to a union organizer, if there were any, would likely result in death) the gap is even greater than it needs to be.

But that does not mean that those of us in rich countries who buy the goods benefit. A lot of these goods are “designer” products that are heavily advertised with advertising and endorsement costs likely being more than production costs resulting in the consumer paying more to be convinced to but the product than he is paying for the cost of producing the product. Even after adding those costs, and transportation costs, there is lots of room for excess profits. Meanwhile we watch factories and towns close and our neighbours thrown out of work so we can pay excess prices for cheaply produced goods made by workers treated like slaves.

But this is only half the story. At a time when the very survival of the human race on the planet is threatened by global warming, caused by the burning of fossil fuels, we are transporting goods from the far corners of the world, rather than producing them at home, using tremendous amounts of energy that contribute to this crisis.

So what is the solution. It is an age old common sense principle that both right and left wingers can appreciate - community and self sufficiency, taking care of ourselves and our neighbours. The most efficient way of doing something is doing it yourself - taking care of yourself first so you are not dependent on others and building communities to take care of common needs.

It starts at the most basic level by feeding ourselves. In this day and age we cannot all be farmers but we can buy our food locally. Locally produced food, produced by farmers who own their land, provides more income to the farmers than mass produced food provides to factory farm labourers and is usually much more environmentally sustainable and does not include transportation costs, with its environmental impacts. We need to go beyond buying a few things at the local market - we need to rearrange our agricultural economy to encourage and support local agriculture.

We need to extend this to the basics of our economy. We need to rebuild an economy based on local industries producing the basics of life. We need to rebuild the economy of the local textile, footwear, furniture and electronics factories. We need to use local products in our building our homes, factories and locally owned stores (rather than chain stores where the profits go outside the community). Would it not be wonderful to know that the people who produce the basic things we use in our everyday life live in our communities and benefit from our purchases.

What cannot be done locally should be done regionally and what cannot be done regionally should be done nationally - always keeping the costs and benefits as close as possible to the local community.

That is not to say that there will not be a place for trade in our economy, for goods we cannot produce locally, but it should be a small part of economic life, not as the driving force of a global economy that only serves transnational corporations and the wealthy classes.

Some will call this a backwards step - fighting progress. But does the system we have now serve the community and the workers, or does it just serve the establishment, the owners of the “means of production”.

It does not take much to extrapolate the economic benefits of this economic community building to all facets of our community - from reduced poverty to safer communities.

Nor does it take much to extrapolate these same principles to the “third world” and the building of economic structures that serve local communities and people rather than global financial interests controlled by a few wealthy transnational corporations and individuals in the “overdeveloped” world.

We need to start building a global economy based on sustainable local communities. It may be the only way to prevent a global economic and environmental crisis. It may be the only way to prevent the “terrorism of desperation” that is a growing force in the world..

Can Sociology Save the World

This column is dedicated to my daughters who are studying Sociology at Ryerson University and Glendon College at York University.

When I was growing up in the 50s and 60s technology was going to save the world. It was going to create a new society of greater productivity, affluence and increased leisure time.

The increased productivity came, but at a cost. The affluence came, but for an increasingly smaller number as the prosperity gap increased giving truth to the proverbial phrase “the rich get richer and the poor get poorer”.

Those who benefited decided not to channel that increased productivity into more leisure time, or time for family, but instead channelled it into more things. According to capitalist economic theory that is supposed to trickle down to the working classes in the form of jobs creating those things. But even as we were buying more things we were reducing jobs by buying those things, including the basic necessities of life like clothing and food, from overseas where they were produced at below poverty wages. Better to get a good deal than provide jobs for our neighbours.

We are increasing that gap. At first it was low tech trinkets and tourist items that came from cheap labour markets, then it became clothing and household goods. The theory was that it was a waste for our educated highly developed society to produce such goods. I remember when Japanese automobiles first entered the North American markets and the jokes about them. We were shocked when the standard for quality in automobiles shifted from German and Italian workmanship to Japanese technology. And then of course there was the transistor radio and all the consumer electronics that followed.

Not so suddenly we had become a society that imported much of its basic necessities and toys (leisure goods) from overseas while our unemployment, poverty and crime increased. But all was well, as the rich decision makers were still getting richer while being isolated from the impacts.

Indeed we, as a society, led by the elites, began to convince ourselves that we could prosper on ideas alone. We did not have to produce any actual goods. Research and Development was the new Industrial Revolution. All we had to do was design things and have them produced elsewhere at cheap wages and we would prosper, or at least the establishment elites would prosper. So we thought.

But countries like China and India are learning that North America, and to some extent Europe, will not only buy cheaply produced goods but we will also buy cheaply produced ideas, as intellectual technology jobs are now being exported to low wage countries.

The irony, of course, is that to the corporate establishment that does not matter. They will see their profits and wealth increase as the very society they live in is disintegrating around them. And they could not have done it alone. The rest of society, or at least the “huddled masses”, had to buy into it. Considering the massive media and advertising empires the corporate establishment has under its control that is not surprising.

So is technology evil. The truth is technology has nothing to do with the current situation. We are in this state because of social decisions made by both the elites and the masses.

These are social decisions with enormous consequences. We have looked at the impact on the poverty gap but along with that are tremendous social impacts - the biggest being the loss of a sense of community. Why else would we throw our neighbours out of work and into poverty so we could buy cheaper shoes.

The other side of the leisure vs things equation is the environmental impact of the consumerism of those who benefit from the increased productivity. Producing all those things require resources and energy with tremendous environmental impact. Producing all of those things in “developing countries” with lower environmental standards increases that environmental impact and to an extent makes our so-called higher standards meaningless. And of course transporting them from the “third world” to the “first world” adds to the resources and energy used and the environmental impacts.

Increased leisure on the other hand, while having some environmental impact, as more people enjoy the environment, can provide experiences that enhance our understanding and respect for the environment.

Our society is finally beginning to recognize the fragile state of our environment just as we are at a pivotal point between being able to save the earth, and it being too late to stop the inevitable.

So what is the point. The point is that technology is not the issue. It never is. There is always technology. The issue is the decisions we make as a society about living together on the planet. The benefits and problems resulting from our decisions always come down to social ones. It is about how we live together.

The technicians will never be able to provide the answers. It is up to the sociologists to save the world.
